Why should the festival be retained?: music festivals (art festivals, etc.) grow gradually, and deserve to have several years’ opportunity to prove themselves.
The benefits it brings to the town?: revenue — donations, hotel guests, rental car renters, notoriety for the town.
An outline marketing plan?: start with free ways to market (a blog in the newspaper, submit an article to the local newspaper, send a press release to the local radio and tv stations, etc.), then move to low-cost ways to market (have a “design-our-tshirt” contest to build some enthusiasm, and have the t-shirts with the winning design available for sale at the event; hand out flyers; ask your local music stores to help you advertise your event; print up brochures for the weekend of the event, etc.).
Education Plan?: I’m not clear on what you’re looking for here, but maybe you could speak at school assemblies to generate interest, also offer must-be-present-to-win prizes such as one-on-one guitar lessons with the headline band’s lead guitarist…
A development and sponsorship plan: target music lovers in the community to donate money to the event, and in return their names will be listed on the brochure. you might consider offering bronze, silver, gold, and platinum sponsorship levels (to recognize $100 donations, $250, $500, $1000, and $10,000 donations).
